New rules on funding for positions at the Swedish Research Council

A Government Bill, Academia for this day and age — greater freedom for universities and other higher education institutions, stipulates that as of 1 January 2011 research councils may no longer employ senior and junior researchers on fixed-term contracts of 6 and 4 years respectively.
 
As a consequence of the Government Bill, Academia for this day and age — greater freedom for universities and other higher education institutions (2009/10:149), the higher education institutions (HEIs) should make the employment decisions on all staff except the Vice-Chancellor.
 
Hence, the Bill repeals the employment ordinance agreed to by the research councils from the first of the year (where the councils´ possibilities to employ senior and junior researchers are regulated).
 
In the future, the research councils´ decisions will be limited to financing research projects and research positions (but not employment of researchers). The same regulations that apply to the labour market in general will also apply to the state higher education sector; teachers should be employed in compliance with the Employment Protection Act (LAS). Exceptions to the Act may be permitted through regulations and collective agreements. The current exceptions regarding fixed-term contracts by research councils, as outlined in the Higher Education Ordinance and the Employment Ordinance, will be repealed.
