Here is the General Terms and Conditions for Research Grants from the Swedish Research Council.

The general terms and conditions for research grants are concerning grants with deadline before 31 December 2009. We are developing new terms concerning research grants with deadline from 1 January 2010.

Please note that in order to apply for grants from the Swedish Research Council you need to be on a PhD-level or above, in most cases. However, the eligibility criteria for a industrial PhD-student project grant is somewhat different (the purpose of this form of grant is to support mutual knowledge transfer between Swedish universities and companies with commercial operations). The supervisor must have a doctorate or equivalent qualification, but no doctorate is required for the person representing the company in the application.
 
When it comes to other grants than postdoc positions in Sweden, an applicant need to be affiliated with a Swedish university.
