Each authority has its own Instruction. The Instruction is a statutory instrument issued by the Government. The Swedish Research Council's Instruction states how we should be organised and what we should work with, for example.

The Government controls public authorities through annual appropriation documents. The appropriation document states how much money we have at our disposal, how the money shall be allocated between our various activities, and details of the assignments that we shall implement, for example.
