Quality-based resource allocation – Further developed proposal for a new model
This is a further developed proposal for a new model for quality-based allocation of the increased direct governmental funding to higher education institutions that the government has announced, for research and education at third-cycle level.
The new model will replace the current allocation based on quality indicators. The proposal is designed according to the description in the Government Bill “Forskning, frihet, framtid – kunskap och innovation för Sverige” (Govt Bill 2020/21:60), and has been produced jointly by the research funding bodies Formas, Forte, the Swedish Research Council and Vinnova as tasked by the government.
