ALF in figures

The ALF agreement regulates the amount of government funds that is paid to the county councils and regions covered by the ALF collaboration for participating in the education of medical doctors, carrying out clinical research and developing health and medical care. Here you can see figures for how the county councils and regions have used the funds during the years 2009–2017.

Allocation of ALF funds 2009–2017

Research and education are the primary tasks of the universities. The county councils and regions participate by providing premises, personnel and other resources needed by the universities to carry out clinical research and educate medical doctors. According to the ALF agreement, the county councils and regions receive compensation from the government for their participating. The compensation is divided up into two parts: ALF compensation for clinical research, and ALF compensation for educating medical doctors.
The government pays the compensation via the universities, but it is the county councils and regions who have to make the financial reporting. The financial report shall show how the funds have been allocated across premises costs, salary costs and other operating costs. The report shall then form part of the university’s annual reporting.
The figures on this page are based on data from the table appendix “Redovisning av anslaget för klinisk utbildning och forskning” (“Report on the appropriation for clinical education and research”) in the Swedish National Agency for Higher Education’s and the Swedish Higher Education Authority’s annual reports for the budget years 2009–2017. As the data is taken from the universities’ annual reports, it is the names of these that are listed in the statistics.
The financial reports from the county councils and regions do not always tally to the last krona with what they have been allocated from the government; instead there is often a slight surplus or shortage. The diagrams therefore show the ALF compensation in two ways: amounts paid out and reported costs.

The county councils and regions allocate the compensation in different ways

The ALF agreement is supplemented with regional agreements between the universities and county councils and regions, regulate
ng items such as prioritisation and allocation of the ALF compensation. This means that each county council and region prioritises and allocates the funds in slightly different ways.
In principle, it could be said that there are two main tracks that are used wholly or in part when allocating ALF compensation. One is allocation according to applications for funds from individual researchers or research teams, the other is allocation according to key figures based on various measures of research quality, such as number of publications, doctoral degrees and docentships.
It can also be established that the county councils and regions have differing strategies for how the ALF compensation is allocated to premises costs, salary costs and other operating costs.
